Topic/default/python3 migration

Second attempt to migrate pybill from Python2 to Python3.
Managed to make 406 tests pass, still have 108 tests failing.
Not sure if what I'm doing so far is good enough, so requesting some review just to be sure.
Also, not sure who should be tagged when sending a MP, sorry @ngaumont.
