ci: use template and rework lib generation

Uses the same ci config as https://forge.extranet.logilab.fr/cubicweb/cubicwebjs to lint, test, build and publish the npm package.

Also reworks typescript config and renames the package to @cubicweb/ra-cubicweb for more consistency with cubicwebjs.
