fix(doc): remove the in_progress banner

Noé Gaumont requested to merge topic/default/remove-in-progress-banner into branch/default

Right now, the documentation for cubicweb 3.29 displays a top warning.
This warning should not be displayed.

This is not a fix, but workaround as this fixes the variable controlling the display to false.
I did not find a better solution to customize the build during the stage incorrectly called «lint_doc».
