ci: avoid launching duplicated migractions tests

This is the equivalent of !590 (merged) that we fixed during Tuesday sprint + also avoiding running MigrationCommandsTC twice (yeah we did run that much duplicated tests for years)

This reduce the number of our worse longest tests by 65.

It has apparently been 8 and 3 years since we are running duplicated heavy tests :/
