test: improve tox.ini readability by moving forge dependancies to a dedicated file

• forge dependancies are now installed at first, therefore they will not be upgraded by the next requirements (no need to upgrade or force installation).
• simply use the zip archive, provided by the forge. No need to install hg-evolve.
