fix(cwgettext): missing local module

Laurent Peuch requested to merge topic/default/missing-locale-module into branch/default

I'm pretty sure those function (but not the whole module) are dead since this bug is here since 2015 and I don't think anyone has really complained but since this is a simple fix let's just do it.
