Add projects a « logilab-project » and a « no-assignbot » tag

The logilab-project tag should be used to tag projects « used internally by Logilab » (eg: the cube 'intra', ou 'fresh', etc).
The no-assignbot tag should be used to tag projects where assignbot should not put his paws on.
