[setSpec] Add setSpec in the record header

This solution requires the developer to write a set_spec_list function in the custom OAIPMHEntityAdapter. There is some redundancy with the definition of sets. The developer has to make sure that the two sets information (set_definition and set_spec_list) are coherent.
