precommit_event is too early to access in_state relation of workflowable entity

closes #17052625

Because version 5.0.0 depends on elasticsearch 5.0.0 and we
apparently do not want this as per parent changeset.

same thing for --except_etype

[search_helpers] only use common and phrase searches, stop splitting up elements into multi_mach (canceled the common word stop work removal)
