black: Format without any compromise

Hello dear Pythonistas, the following is an attempt to Black-ify the RQL project:

  • update tox configuration, add black environment
  • format the whole project
  • update Gitlab CI config add a job for black

Hopefully, this one will be merged after the MR !29 (merged) Thanks.
