[tests] integration into gitlab-ci, py3-from-forge and trigger rql builds from logilab-constraint if all other tests passed

Continuation of the work on yams!15 (closed) to trigger build on projects on which this one depends (rql here).

Also:

  • add a gitlab-ci.yaml based on tox
  • add py3-from-forge tox command and add it into gitlab-ci.yaml

Also: the tests doesn't pass anymore :(

But since this project doesn't seems to have touched since 2015 I think everyone has forgot it has ever been used, it also seems to be conditionnaly used in RQL and I'm not sure if it's used a lot at all.
