Do not assign reviewers or comment when a project is archived

If a project is archived, assignbot tries to assign or comment a MR, and it ends up with a 403 error.

Assignbot should ignore archived projects.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
