Use "Reviewer" instead of "Assignee" since GitLab new version differentiate both

The new GitLab version has an Assignee and a Reviewer. AssignBot supposed to define the reviewer and do not change the Assignee.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
