Since we do not build any images anymore

feat(.gitlab-ci): Construct the appropriate gitlab-ci.yml instead of running all docker commands locally

The CI will handle the build and push processes

BREAKING CHANGE
* Do not build Docker images (only update .gitlab-ci file)
* Remove every functions from error logging and subproces because handled by the CI

- psycopg2 is needed to run an instance with postgresql
- jinja2 is needed to format the pyramid.ini

They were previously manually installed with apt.

this will tag buster-3.26.22 as 3.26.22

related to cubicweb#337

Before this patch, each patch version is build twice as the script output a package to be updgraded : cubicweb.
As the cubicweb package is mark as hold (see DockerFile), it will not be upgraded even with cache invalidation.

This patch intents to speed the build process

feat: Update 'latest' tag to 3.29, release 3.29 image and update documentation with latest images for cubicweb 3.29

Heptapod does not support downloading archives of repo from an hg id (it exposes git id).
In order to invalidate docker cache, an url anchor with the hg id is used.

We checked non cubicweb images, so upgrades of cubicweb where not handled correctly.

So packages for cubicweb default branch are "3.28.0.dev0-1" instead of "3.27.2-1"
