WIP: [tox] Use pytest-random-order

We tried it long time ago and it broke some tests so we never merged it. Let's resurrect it to see if it helps understand why we get random broken tests on qunit and statsd tests and if it raises errors on other tests (Nicolas is suspecting broken tearUp/Down).

WIP because we don't have the output of the CI yet.
